How the result is decided

YES if the final published 2027 annual global-mean surface-air-temperature value in the Copernicus/ECMWF ERA5 record is strictly higher than every earlier calendar-year value in that record. A tie for the highest value resolves NO. Use the latest official annual data available by 31 March 2028.
